TM44 Air Conditioning Inspections (ACI)

TM44 Air Conditioning Inspection (ACI) Reports are a legal requirement under the Energy Performance of Buildings (England and Wales) Regulations for all air-conditioning systems with an effective rated output of 12kW or more. The inspection must be carried out at least every five years by an accredited energy assessor and applies to a wide range of non-domestic buildings, including offices, retail, industrial and mixed-use developments. Failure to hold a valid TM44 report can result in enforcement action and financial penalties by local authorities.

TM44 inspections are categorised by system complexity. Level 3 inspections apply to simpler air-conditioning systems, typically split or multi-split installations serving single or limited zones. Level 4 inspections are required for more complex systems, such as centralised plant, VRF/VRV systems, chilled water systems and buildings with multiple air-handling units and controls. Both inspection levels assess system efficiency, sizing, controls, maintenance practices and opportunities to reduce energy consumption and carbon emissions, with Level 4 requiring a more detailed and holistic review of the system and building interaction.

  • Site Inspection
    A qualified CCA assessor attends site to inspect the air-conditioning systems. This includes sampling in accordance with CIBSE TM44 guidance, reviewing plant condition, controls, maintenance and system sizing against the building’s use.

  • Assessment & Recommendations
    Energy efficiency, operational performance and opportunities for improvement are assessed in line with statutory requirements.

  • TM44 Report Issued
    A fully compliant TM44 Air Conditioning Inspection Report is prepared and typically delivered within 2 working days of the inspection.
